The Canadian Water Network’s (CWN) Canadian Municipal Water Consortium (CMWC) is initiating research to support the development of a framework that allows for a better approach for identifying and understanding the full range of risks involved in the integrated management of municipal water issues. 

CWN is currently soliciting full proposals from national, university-based teams to conduct the initial phase (Phase 1) of a comprehensive initiative to develop an integrated risk management framework for municipal water issues. 

Phase 1 of this initiative (the subject of this current call for proposals) will involve an 11-month study to establish the full breadth of risk drivers that will need to be addressed and the existing risk-management cultures and approaches informing key decisions that would need to be considered with respect to effective management of municipal water systems. This Phase 1 work will provide a clearer understanding of the scope of risks to be managed and establish the critical basis for designing an effective integrated risk management framework by:

  1. Identifying the full range of key drivers and associated risks related to elements of municipal water management that would require consideration in an integrated risk approach
  2. Assessing the various risk-management practices (approaches, techniques and tools) currently being applied to different aspects of municipal water management
  3. Highlighting practices with the strongest potential to allow for a more integrated consideration of the relative significance and interrelationship of these various risks in order to support more holistic approaches to municipal water management

Building on the results of Phase 1, CWN anticipates that Phase 2 of this initiative will be launched, following a call for new proposals, in late spring 2015. Phase 2 will involve the design of a new, integrated risk management framework for municipal water management.

The deadline for submission of full proposals to conduct the Phase 1 project is March 12, 2014, 11:59 pm Eastern Standard Time. Proposals will be assessed through the process described below. Results of the competition will be announced April 24, 2014. The successful project will have a timeline of 11 months (May 1, 2014 to March 31, 2015).

Funding Amount

CWN anticipates funding one project at a level of $150,000 to $200,000 (proposal budget must show strong justifications for amounts requested).
